The FIR system and all associated applications will be unavailable January 30th to March 3rd 2026 as a result of a scheduled system upgrade.
During this period the FIR website will be available Monday to Friday only, with the exception of Friday February 6th and Friday February 13th. Please see the News section for more information.

Preview 2026 Housing & Homelessness FIR Changes NOW

NEW! The Ministry of Municipal Affairs and Housing is updating the classification of housing and homelessness services data in the FIR. These changes aim to more accurately reflect how services are delivered across the sector and will take effect in the 2026 FIR template, to be released in 2027.

A draft PDF of the 2026 FIR with the new service categories can be found here. Please note the 2026 PDF does not reflect other changes that may be made to the 2025 or 2026 FIR template.

We ask that you please share this news alert and the draft PDF with relevant municipal staff (e.g., Housing and Finance) to support transition at your municipality.

Also, please be advised that the Municipal Finance Officers’ Association (MFOA) will be hosting a free webinar on August 20, 2025, called “Updates to the FIR”. The session will walk through changes to the reporting of housing and homelessness services in the FIR, as well as spotlight the new Public Sector Accounting Standard – PS 1202 Financial Statement Presentation.
