Section 4C - Complex Supports Allocation
This allocation provides specialized supports for students with complex special education needs.

This tab is for school boards to input the following items related to the Education and Community Partnership Programs (ECPP) Component:

Approved expenses for salary and supplies, furniture and equipment, and other approved costs in ECPP facilities, by panel. Please note that in the Financial Statements cycle, these values are preloaded based on actual approved values.

In the Financial Statements cycle only, the distribution of loaded approvals for salary and supplies, and furniture and equipment in combined ECPP facilities between elementary and secondary panels. This is accomplished by entering the portion that relates to secondary in the secondary column; the remaining amount is automatically calculated in the elementary column.

Input the distribution of ECPP Adjustment between elementary and secondary panels. A negative adjustment amount is calculated when the actual expenses incurred in these facilities is lower than the approved allocation; the adjustment is equal to the difference between the total approved allocation (sum of items 2.1 to 2.5) and the expenses (which are reported on Schedules 10A/10B, column 11 (Education Programs in Approved Facilities)).
In addition, input the following data points related to the Behaviour Expertise Component:

The FTEs of Applied Behaviour Analysis (ABA) expertise professionals, by panel.

The number of students enrolled in After-School Skills Development (ASSD) programs, by panel.
1. Special Incidence Portion (SIP) Component
This component supports students with extraordinarily high needs who require more than two full-time staff to address their health and/or safety needs, and the needs of others at their school. It includes two amounts:

Interim Base Amount (item 1.1): this is a table amount in the funding regulation.

Exceptional Circumstances Amount (items 1.2 to 1.4): calculated as a base plus a per pupil amount.
Note that this component is excluded from the calculation of base fees on Appendix B (which appears in the Estimates cycle only).
2. Education and Community Partnership Program (ECPP) Component
This component funds education programs for children and youth in care and treatment facilities, through approved costs. Refer to the Guidelines for Educational Programs for Students in Government Approved Education and Community Partnership Program (ECPP) facilities 2024-25 for more details.

In the Estimates and Revised Estimates, school boards input their approved costs (by panel) for ECPP salaries and supplies, furniture and equipment, and other approved costs on rows 2.1, 2.2, and 2.5. In the Financial Statements, these values are preloaded based on actual approvals.

In the Financial Statements, the approved costs in combined facilities are also preloaded based on approvals, at items 2.3 and 2.4. In that cycle, school boards need to distribute the value between panels by inputting a value in the secondary column. The remaining amount is automatically calculated in the elementary column.

The actual ECPP funding is limited to the lower of total approved amounts (sum of items 2.1 to 2.5) and actual expenses (total amounts from Schedules 10A/10B, item 50, column 11 (Education Programs in Approved Facilities)). If the expenses are lower than the approvals, a negative adjustment is automatically calculated at item 2.6 (ECPP Adjustment). This can be distributed between panels by inputting a portion in the secondary column.
Note that this component is excluded from the calculation of base fees on Appendix B (which appears in the Estimates cycle only).
Additional funding is provided to school boards to help offset the accommodation costs of classrooms in ECPP settings that operate in school board space. This can be found under the School Operations Allocation, on Section 5A, item 5 (Education and Community Partnership Program (ECPP) Operations Component).
3. Behaviour Expertise Component
This component provides funding for school boards to hire board-level Applied Behaviour Analysis (ABA) expertise professionals, including Board Certified Behaviour Analysts (BCBAs), to provide ABA training, and funds After-School Skills Development programs for autistic students and students with other special education needs.
The funding is provided through three separate amounts, each calculated as the sum of a base amount and a per pupil amount:
- ABA Expertise Professionals Amount (item 3.1)
- ABA Training Amount (item 3.2)
- After-School Skills Development Amount (item 3.3)
School boards are asked to report their ABA Expertise Professionals FTEs by panel (item 3.4), and the number of students enrolled in ASSD programs (item 3.5).
