Appendix O1 - Proceeds of Disposition (POD) Detail

In the Financial Statements, this appendix collects a school board’s proceeds of disposition (POD) activity for the current school year, including contributions received from the sale of schools and other sites as well as expenditures funded by POD. Please refer to the instructions for Schedule 5.1 for further information on POD.

For expenditures funded by POD that meet the requirements of School Condition Improvement (SCI), school boards are not required to seek ministry approval. Thus, these types of expenditures should be reported as POD-Regular through VFA.

School boards requesting to use POD for purposes that fall outside of the SCI expenditure requirements may request a Minister’s exemption to O.Reg 193/10 (Restricted Purpose Revenues) as per Memorandum 2015: B13. Once Minster approval is granted, POD contributions will be transferred from POD-Regular to POD-Minister Exemptions. After approval is granted and transferred, school boards are to report expenditures by project under POD-Minister Exemptions.

Project Details:

School boards are required to enter property/project details for:

  • Opening balance: Minister Exemptions and Other
  • Sites sold during the year: Regular and Other
  • Amount transfer to DCC related to Prior Year/Current Year: Minister Exemptions and Other
  • Amount transferred to Revenue: Minister Exemptions and Other

No project detail is required for POD-Regular opening balance and Amount transferred to DCC related to Prior Year. The current year Amount transferred to DCC for POD-Regular is loaded automatically from Schedule 3A.

Deferred Revenue - Balance at September 1

The opening balances for the three categories of POD are preloaded to item 1, columns 4 to 6, from the board-submitted 2023-24 Financial Statements closing balances from Schedule 5.1. In the rare case that a school board needs to change the opening balance (for example, due to a restatement of the board’s prior year audited financial statements), they should contact a member of the EFIS team for approval.

For POD-Regular (column 6), the entire opening balance is also automatically loaded to the line for POD-Various Projects. For POD-Minister Exemptions (column 4) and POD-Other (column 5), school boards must enter details of the projects that add up to the total loaded opening balance. Note that error message Error_App_O_1 ensures that the entered projects for POD-Minister Exemptions and POD-Other sum to the same values as the loaded opening balances.

Deferred Revenue - Contributions Received

Contributions received are reported by category. Amounts received from the sale of sites (excluding administrative sites acquired before January 1, 1998) should be reported as POD-Regular. Amounts received from the sale of sites used for administrative purposes prior to January 1, 1998 should be reported as POD-Other. Proceeds of disposition received, if any, for the disposal of the tangible capital asset should be netted against any costs incurred to dispose of the tangible capital asset. For POD-Regular and POD-Other, school boards must enter project details for each in-year sale. Note that the name of the purchaser must also be included.

For POD-Minister Exemptions, amounts approved during 2024-25 (including description, asset ID, and campus ID) are preloaded by the ministry. These approvals transfer deferred revenue from POD-Regular (col. 6) to POD-Minister Exemptions (col. 4).

The total contributions received at item 3 are loaded to Schedule 5.1, column 2 (Contributions Received).

Deferred Revenue - Earnings on Deferred Revenue

Input any earnings on deferred revenue in this section, by POD category. Amounts input here are loaded to Schedule 5.1, column 3 (Earnings on Deferred Revenue).

Deferred Revenue - Transfer to DCC (Related to Prior Year Expenditures)

This section is for school boards to report usage of POD related to expenditures on depreciable assets incurred in a prior school year. For POD-Regular and POD-Other, school boards must enter the details of the spending in addition to the amount (description, asset ID, campus ID). For POD-Regular, only the total value must be entered.

The total amounts at item 5 are loaded to Schedule 5.1, column 4 (Transferred to DCC (Related to Prior Year Exp)).

Deferred Revenue - Transfer to DCC (Related to Current Year Expenditures)

This section is for school boards to report spending on depreciable assets in the current year from the POD-Minister Exemptions and POD-Other funding sources. Project details (description, asset ID, campus ID) must also be entered.

For POD-Regular, the value is calculated on Schedule 3A, item 3.2, column 17, and loaded here on the POD-Various Projects line.

Deferred Revenue - Transfer to Revenue

This section is for school boards to report transfers to revenue from the POD-Minister Exemptions and POD-Other funding sources. Project details (description, asset ID, campus ID) must also be entered. Transfers to revenue may be due to the purchase of land, for ARO abatement, or to cover operating expenses if approved by the Minister.

For POD-Regular, the only allowable transfer to revenue would be due to ARO abatement; in that case, the value is calculated on Schedule 3A, item 1.3.2, column 17, and loaded here on the POD-Various Projects line.

Deferred Revenue - Balance at August 31

The closing balances for each POD category are calculated at item 8.
